Who connects this
Admin-enabled OAuth. A GitHub org admin installs the platform GitHub App once. After that, builders OAuth their own access. Personal-account installs are also supported.

Once stage 1 is done, builders OAuth from within the platform.
Builder picks orgs and repos for the Project
In the Project context, pick the organizations and repositories the Project should see. Configure webhook triggers if needed.
