Who connects this
Admin-enabled OAuth. A GitHub org admin installs the platform GitHub Workflow once. After that, builders OAuth their own access. Personal-account installs are also supported.

Install at the organization level and grant access to the repositories you want exposed.
Builders OAuth their own access
Once stage 1 is done, builders OAuth from within the platform.
Builder picks orgs and repos for the Project
In the Project context, pick the organizations and repositories the Project should see. Configure webhook triggers if needed.
