Workforce Agent Core v6.28.1 / Workforce Agent UI v1.2.88.

Changes to the Workforce Agent Core:

• Upgrade RCC to v13.12.0
• Add support for streaming the desktop video to local path
• Improved desktop streamer logging and error handling
• Fix an issue where worker was not sending the run IDs in the state update message to Control Room
• Send worker configuration to Control Room when connection is established
• Update dependencies
